Saline County voters will decide in November whether to reduce the property-tax millage supporting their public library system.

The proposal would lower the library's rate from 1.7 mills to 1.1 mills after the Saline County Quorum Court voted in May to place the question on the ballot.

Supporters of a reduction argue that county population growth has increased tax collections and that the library can operate with a lower rate.

Critics warn that the change could substantially reduce resources available for branches, staffing, hours and community services.

What is being proposed?

A mill is a property-tax rate equal to one dollar for each thousand dollars of taxable assessed property value.

The proposed 0.6-mill reduction amounts to a decrease of roughly 35% in the library's millage rate, although the effect on total revenue depends on the tax base and other funding sources.

The library received approximately $4.9 million from its millage in 2025, according to figures cited in local reporting.

Different views on the financial impact

County officials supporting the proposal have argued that rising collections create room to lower the rate.

The Saline County Library Alliance opposes the reduction and says it could result in fewer hours and services, particularly at smaller branches.

Adam Webb, president of the Arkansas Library Association, has warned that a large funding reduction could endanger the system's finances over time.

Those warnings are projections, not a confirmed decision to close any branch.

What voters should do

Review the exact ballot wording and available county financial information before voting.

Ask how the proposed rate would change both individual property-tax bills and the library's operating budget.

Early voting is underway for the November 3 election, and voters can consult their county election officials for locations and hours.

The result will determine whether the current library millage remains in place or is reduced.
